parents moving away with children??

If two parents have joint custody (residence with Mom) and the father is invloved on an almost daily basis with the childrens lives. Is the mother aloud to just move the children out of town (an hour or so away) to move in with a new boyfriend. We heard that if she tried we could call FACS and they will go and get the children and bring them back to the father,, does anybody know if this is true?

Do you have any type of formal agreement in place. Thinking if only one hour away it may not be an issue, would the child remain in same school etc.
