She cannot take any further step in the case. If she is the applicant she can file a reply to your applications and schedule a case conference. Or, if she is the respondent she can file her response and financial statement and schedule a case conference. But that's it.
Until she has her certificate of attendance filed she cannot take any further steps to bring the matter forward.
