If one spouse refuse to sign the separation agreement then how the other spouse should file the divorce application?

are there kids and property involved? Is someone wanting SS or something? You cannot just bypass a step and go directly to divorce. Did the other party send a counter offer back?
 
Yes, there is one kid 6 years old. There is one matronomial home also. Both spouses has their name on the title but only one spouse pay the mortgage . There is no counter offer. The spouse who don't pay the mortgage is not responding to the separation agreement.

Doesn't matter who pays the mortgage. Its the marital home and is included in property division.
 
1) Retain (even if only on limited scope) a lawyer.

2) Start a court application for support/property/divorce

If one spouse refuses to sign the separation agreement, then you do not have a separation agreement.

Assume that you will need a trial, and start acting accordingly.
