calculating CS

I often see on here that CS is calculated based on the average income over the last 3 years.

Where does this come from? Is this just a standard judges/lawyers use? Is it something they use at the beginning of a separation only?

It's used on the initial calculation of CS when the income of the payor would varying significantly from year to year. Not really set in stone, but I've seen it used a bit. Typically JUST for the first year though (to get things started).
