advice for my mom

here is the situation:

My mom was briefly married to what can only be described as a con-man - needless to say, they are now seperated (after 1.5 years of marriage).

They have been seperated 3.5 years, and she wants to file for divorce, but has no idea of his current address.

What steps is she legally obligated to make in regards to contacting him, so that she can file for divorce?

Once she has attempted to contact him (serve him, etc) what will she have to do to be able to file?

There are no property or support issues at stake, just a simple divorce.

As with any Family Law action, there is a significant obligation to notify the other party of same. I would check with the court Registrar on what they recommend on steps to take to locate the individual. Sometimes you can locate an individual by searching their driver's license, license plate numbers or other government records. A Private Investigator could be hired or post advertisements in the newspapers of every major city. Another good way to track someone down is by their credit report.
