I implore the crown attorney in Ottawa to charge BOTH abductors (mother and the other person) under Section 283.(2) of the Criminal Code of Canada and seek a maximum sentence under this law.

To go from Ottawa to Cornwall is a b-line right for the seaway bridge crossing straight into the United States.

Section 283.(1) and 282.(1) require more attention by law enforcement and the more people who are properly prosecuted under these laws will reduce the number of parental abductions in my humble opinion.
