    If you need to take someone to court over a frivolous matter, such as refusing to sign a passport, or something like that, and you win the matter and the judge says the other person must pay costs, what exactly does that mean? Is that the court costs or does it include your lawyers fees? how much are court costs typically? Is it ever possible to sue in small claims or a civil suite a partner to have them pay your court costs if you have to go to court over frivolous things, or if they drag things out over years causing you to incure extra legal costs?
