Bf has requested on many occasions to have extra time with the children. Nothing drastic as to put him even close to the 40% threshold, but an extra weekend here or there. Each time the ex turns his request down. The only time he receives extra time is if ex has something she would like to do on her weekend with them, which he accepts, even if we have to cancel or modify plans.
Their agreement states;

Our question is...what does reasonable time and on reasonable notice mean?
For Christmas, we were given a family pass to an event that involved bringing the children, as other friends and their children will be attending. The event is the middle of February, so ex has had a month and a half notice. Bf told ex about it and requested to have the children that extra weekend so they could attend. Ex is refusing, saying the only way we can have the children is if we switch weekends with her, but she doesn't know what weekend that may be, she will decide in the future.
Our issue with this is, she is basically saying that at any time she can decide what weekend she wants as make up and if that happens, we would go 3 weeks without seeing the children.
I assume that clause is one of those unenforceable ones? It is just frustrating to say the least and I assume not a lot can be done with it?

a) Alternate weekends from Friday at 7:00 p.m. until Sunday at 3:00 p.m. In

7:00 p.m. to Sunday at 3:00 p.m. or if the holiday is on the Monday, from
Friday at 7:00 p.m. until Monday at 3:00 p.m.
