Withdrawing a motion

If Party A makes a motion and Party B responds, both parties seek costs.

Party A wants to withdraw the motion.
1) Does Party B have a say?
2) Is Party A have to pay costs?

In my area in Ontario there is a limit (guideline) on the number of 14B motion pages:

10 for the affidavit
10 for the evidence

My question is about those pieces of paper that lead the evidence...
