Is yearly financial disclosure required for
both
custodial and non-custodial parties after a divorce has been issued and custody and CS settled?

Yes, if it is stipulated in your order/agreement. Especially if extra-ordinary expenses are involved

So they can share "extra-ordinary" expenses in proportion to both parents incomes.
