teacher pension under new laws

Has anyone dealt with the new teacher pension laws? I had mine evaluated prior to and after the new law came in. Apparently one uses the net value of the pension amount calculated. Mine has been sent off to an actuary. Any thoughts on this or what the actuary needs to take into account?
