Meaning of "Divorce to issue"

Can someone explain this sentence : "Divorce to issue as signed today"
Does it mean the divorce is effective on the date signed ?

Those words mean a divorce will be issued but has not been yet.
I couldn't tell you the official date and I guess neither can they as some paper pusher has to do the work.
What does the rest of the paper say?
