Is it acceptable to write a factum for a regular motion even if it's not required? I want to write one to reference some case law for my upcoming motion.

Yes, it is acceptable and (if well written) the judge will appreciate it.

In Ottawa, any motion 60 minutes or longer must have a factum but shorter motions still allow them.
