Default powers of law enforcement entities

Just read this news in Karachi, Pakistan paramilitary forces shot at a couple who were having a heated argument in the middle of the street, killing the husband and injuring the wife.
I saw interviews of a few eye witnesses who said there was no physical violence but a heated argument was indeed taking place and a crowd was witnessing it. however the wife is now alleging that the husband was beating her up and no one was helping her so the ranger fired shots (sounds suspicious)

at the other hand in same part of the world.
