You can definitely obtain an uncontested divorce when the respondent is resident in another province, but you have to know where she is. You may want to consider hiring a private investigator to find her. Information such as a SIN, last known address, or anything else you have may be very helpful.
If it is absolutely impossible to find her, you may bring a motion for substituted service. If successful, this would allow you to serve your wife via e-mail, at her last known address or at a family member's residence. Fees for this depends on whether or not you hire a lawyer to do this for you. Having a lawyer's expertise behind the motion may save you a lot of time and trouble, but if you are properly prepared you could certainly do this yourself.
