Soooooo, parents were overcharged, so now the same paretns (along with everybody else) are going to pay to settle the debt?

This is akin to the Hydro company that was caught overbilling us. They were fined for it, and then were allowed to add extra charges to our bills to pay off the fine.
Yep, they overcharged us, and we're paying the fine.... Um, tell me again who runs this country? Heh...
Also...I imagine at some point an independent council will be assigned to monitor FRO if this continues, and more expenses will be 'absorbed' by parents.
what gets me is I have nothing to do with fro in any shape or form so why should I have to pay for FROs screw-up?? Why not just figure out how much each one was overcharged and take that off the money they get?? Not a lump sum but payments of some sort. Why drag the rest of us into it??

Short answer: Because they can.
In Canada there are a couple of axioms that make this possible:
1) Big business runs the country. Not us, not the politicians (who just do what they're told, when they're told, and how they're told).
2) Canadians are apathetic. We'll moan and wail and maybe even write a letter to the editor of the local rag, but that's about it. Given a day or two, we'll forget all-about it. Need proof? We here in Ottawa were OUTRAGED by the Hydro scam I mentioned earlier in this thread... for all of about 48 hours. After that, we quit making noise and are still meekly paying our bill.
