College Tuition and RESP's

Hi, does anyone have any experience with Child Support in arrears and trying to enroll their daughter into College? My problem is this:

My and Ex and I have a Registered Educational Savings Plan, but in order to access it the Firm requires that the College provide proof of registration - this costs only $5 to complete but the College won't complete it until at least one down payment has been paid ($1500) and I just don't have this money. My ex stopped paying child support and expenses completely when he lost his job -but he still owns two personal businesses and he is in arrears for quite a bit currently.

I am at a loss here - i have asked him to make the downpayment since I have been paying for everything else and he flat out said NO.

Has anyone had any experience with this dilemma?
