Default Parental rights - When do they cease?

Quick question...

At what point do parental rights cease. My step-son hasn't seen or heard from his Dad in over 5 months. He had given the excuse that he had to go out of town for work but it was recently discovered that he did not actually go anywhere. There has been absolutely no contact or attempted contact.

Parental rights do not cease, as much as one may feel that they should.
It is terribly unfortunate that this is the case for your son, but the father's rights do not cease.
However there is a change in circumstances and you have the option then to seek a motion to vary access given the recent access schedule of dad.

I wish I could shake dad and ask him what the heck is he thinking?
Doesn’t he know other dad’s are fighting for what he so carelessly is giving up?

I'm not really clear on your question or coined term "parental rights."

Access is the right of the child's and only the courts can apply the best interest test when this ends. However, this principle is somewhat contradictory as there is no law that governs a parent to be same to a child.
