Default When and how to file Document Brief?

Morning Folks!

I have couple questions about Document Brief:

1. Should I file my Document Brief (all volumes) to the court before the Trial?

My Trial Record was filed 1 year ago. The opposing side is represented by lawyer but puts everything on delay. Also I need your opinion re the following situation and maybe somebody was in similar situation:

The Judge heard the TMC and ordered that next steps must be the mediation and Settlement Conference. However the endorsement states (as is): "each party to come with trial Scheduling Endorsement, Settlement Conference Brief + Document Brief they plan to rely on at Trial"

I understand that:
- Scheduling Endorsement is prepared by the parties and it should not be filed before the Conference;
- Settlement Conference should be filed according to the Rules;

2. What does it mean to come with Document Brief? Does it mean that Document Brief should be already filed with a Court?
