is a temporary custody order enough to take children on a vacation out of country without the other parents consent?

What does your order state in regards to travel?? Just because one has custody (I am going to assume sole but either way) does not mean they have the right to take the child out of country without the other parents consent.... if your order does not state anything about travel, try and get the other parents consent...if they refuse without a valid reason, apply to the court for a travel order.

nothing about travel and no contact with ex. i have sent kids over boarder regularly with only a letter from me. btw i live 2 mins from a us crossing.i was not sure if it would be the same for flying to cuba

only good for usa travel but not other countries?

Only good for the USA unless they ask for the consent letter, which they generally are supposed to.

Any international travel is supposed to require the consent letter unless your court order specifies you don't require it.

Consent letter for children travelling abroad

I use the form on the site above for travel outside of canada. It is provided by Travel and Tourism Canada and have never had a problem in US or internationally.
