In fact, the final agreement between the parties DID include a few hundred dollars in costs to be paid by the respondent. The agreement specified the costs were to finalize the divorce, which is what happened.

Most likely the only reason the respondent agreed to pay the costs was because of the judge's decision to reserve the costs so the respondent already knew he was losing and would lose a lot more if more court appearances occurred. Secondly, he put it on his credit card and declared bankruptcy the day after the agreement was signed.
